Highly placed sources in the State administration revealed to Greater Kashmir that the panel which met here this morning under the chairmanship of Chief Secretary Muhammad Iqbal Khanday failed to finalize the recommendation for appointment of Development Commissioner Works. According to sources, the R&B had submitted the names of three Chief Engineers- Bimal Tikoo, Tahsin Mustafa and Sheikh Abdul Hamid - for the post. “The panel couldn’t take a final call for the appointment as Annual Performance Reports (APRs) and some other documents of the officials were not on record,” they said. Another proposal for fixing seniority of Kashmir Administrative Service officers was also deferred as the panel sought more details from the General Administration Department. Pertinently, the non-fixation of seniority of 2001-batch KAS officers has triggered widespread resentment among the cadre who accuse the government of demoralizing them.
