Marks %age 002 Srinagar, July 2: Jammu and Kashmir High Court has directed Inspector General of Police, Crime Branch, to exercise overall supervision in the probe of CET scam so that any extraneous influence in execution of arrest warrants against 15 accused still at large is effectively checked. The direction came after the court observed that the accused must be wielding influence and would be approaching power echelons to evade their arrest. “However, apart from property attachment, no other mechanism has been used. Why it has happened cannot be left to the imagination because it appears that out of 51, the 15 who are still at large must be wielding some type of influence,” a division bench of Chief Justice M M Kumar and Justice Hasnain Massodi said in its order. Accepting the suggestion of Amicus Curie Bashir Ahmad Bashir that to cut short the time stretch to arrest the absconders and to steer the probe clear of any external influence, IG Crime should oversee the investigation, the division bench sought progress report in this regard within two weeks. “Health of a society is involved here, we will be left with 3rd degree professionals if we won’t instill and act at the very threshold,” the division bench observed. The court urged the investigating agency and police to act diligently to cleanse the society of elements responsible for spoiling the careers of diligent students. Disagreeing with the CB over its approach to attach the properties of the accused who did not surrender so far, the division bench said, “When, as sample, we examine the attachment order of the property pertaining to Mushtaq Ahmad Kenu, the attachment order shows that some land belonging to Kenu has been attached. He is a known businessman and nothing has been pointed out with regard to his business concern or his bank account.
