In the same year, the Board, in a press conference, admitted that irregularities were taking place in the institution and that some cases had been handed over to the Crime Branch for investigation. “I have tried my best to ensure transparency over the past three years, but I have found many cases of irregularities and misconduct in the Board which is a national property of the Valley’s Muslims,” Qadri had said. RGGVY is a scheme of Rural Electricity Infrastructure and Household Electrification with an objective of providing access to electricity to all rural households. The scheme also provides for installing sub-stations and distribution transformers of appropriate capacity to set up new or augmenting the existing rural electricity infrastructure. Under RGGVY-II, over 2.5 lakh unelectrified rural households and 11000 habitations spread across all districts of the state are to be covered besides completing any spill over work of projects under RGGVY-I. Y. Qadri, the Board’s Vice-Chairman, said in a statement. “It is the joint responsibility of the whole society.” Wakf Board, which has of late remained under intense public criticism for failing to establish Bait-ulMaal to help needy Kashmiris, said all was not wrong with the body. Analysts have said Wakf Board was being used by politicians as their fiefdom and that its funds were utilized by them for electioneering and other personal ends. Prof. Qadri said the total income from all sources, which was about Rs 1100 lakhs in 2009-10, has doubled to Rs 2300 lakhs in 2013-14. “The Board is charged with the responsibilities of management of more than 100 shrines and masjids affiliated to it and expenditure on these alone runs into several crores,” he revealed.
