Following High Court directions in a PIL, the state government has started the process for recovery of fuel charges from the officers of the line departments who have issued the same to the vehicles used by Deputy Chief Minister Tara Chand and his personnel staff between, 2009 to 2012. In a communiqué (HUD/Lit/ 83/ 2014, dated 10-07-2014), the Housing& Urban Development department has directed departments including Lakes & Waterways Development Authority (LAWDA), Srinagar Development Authority (SDA), Srinagar Municipal Corporation (SMC), Jammu Municipal Corporation (JMC), Jammu Development Authority (JDA) and Urban Local Bodies Kashmir (ULBK) to recover the fuel charges of vehicles attached with Tara Chand and his staff from the officials involved in issuing it. “I am directed to request you to kindly recover the amount against total quantity of POL,” the letter from Financial Advisor, HUDD reads. “It is further requested that the actual amount shall be calculated from your records for effecting recovery from delinquent officials immediately.” According to tentative details worked out by HUDD, the letter states, the cost of fuel (19552 litres) supplied to the vehicles attached with the Dy Chief Minister and his staff works out to around Rs 11. 73 lakh. The fuel was supplied to the vehicles in clear violation of the rules and regulations. In its status report filed before the High Court, the State Vigilance Organization had submitted that 18 vehicles - nine each of State Motor Garages and security wing of JK Policeremained allotted to Tara Chand and his staff. According to the report, the fuel was supplied by LAWDA, SDA, SMC, JDA, JMC, ULBK, ULBJ and UEED on different occasion between 2009 to 2012. According to sources the Vigilance Organization is also investigating excess drawl of money by the personal staff of Tara Chand against air travel. “The personal staff of the Dy Chief Minister used to make several copies of a single air ticket utilized by the Minister and get it reimbursed from various field wings of the H&UDD,” Vigilance sources said. They said in another case an expenditure of around Rs 10 lakh was made by LAWDA during 2009 on organizing a Hawan at the MA Road official residence of the Dy Chief Minister in Srinagar. When contacted, Secretary Housing & Urban Development Department, Satish Nehru confirmed the development. “We have identified the officials involved in issuing the fuel and the process of recovery is on,” he said. According to party insiders, the biggest problem BJP was facing is that there are too many contenders staking claim for the party mandates from various constituencies making it difficult for the party to finalize the names. “Too many persons claim representation for a single seat which is ultimately delaying finalization of candidates for upcoming assembly polls,” party sources said. Pentac-20, Sifspas tablets fail quality tests Srinagar, July 14: Minister for Forests, Ecology and Environment Mian Altaf has asked the forest department to make third party monitoring system more effective and ensure that inspection reports of the works, conducted by the agencies engaged for the purpose, are submitted in time to the government. The minister was reviewing status of the projects taken up under CAMPA scheme in the state. Secretary Forests, Principal Chief Conservator Forests, Director Social Forestry and Conservator Forests (CAMPA) were present on the occasion. Underling need for focusing attention on plantation, the minister asked officers to go for massive plantation on open forest land particularly along the roads so that pollution due to vehicular traffic is checked. He asked concerned officers to speed up work on the projects started across the state under CAMPA. The meeting was informed that Rs 59 crore stands expended during last financial year on various programs taken up under CAMPA scheme in the state while Rs 49.50 crore have been earmarked for current fiscal.
