No 13013/2/2010-AIS-I Government of India Ministry of Personnel, Public Grievances and Pensions Department of Personnel and Training New Delhi, dated 15thJune ,2011 OFFICE MEMORANDUM Subject: Cadre Allocation Policy for the All India Services- IAS/IPS/IFS issued vide OM No. 13011/22/2005-AIS!I) dated 10.4.2008 and amended vide OM N o 29062/1/2011 dated 21.4.2011 regard in^. 'The undersigned is directed to refer to the subject cited above and to say that for the implementation of para 9 of the Cadre Allocation Policy for the All India Services- IAS/IPS/IFS, as amended on 21.4.2011, the competent authority has approved the following procedure with effect from CSE 2009: (i) Allocation with reference to lututed preference candidates is governed by Para 5 which envisages that if a candidate is not allotted to any of the cadre for which he has indcated preference, he shall be allocated alongwith other such candidates in the order of rank to any of the remaining cadre, arranged in alphabetical order, in whtch there are vacancies in his category after allocation of all the candtdates who can be allotted to cadre in accordance with their preference. Normally limited preference candidates are assigned cadre in the end as per policy. However, Policy also lays down allocation of such candtdates in their category. Therefore because of migration of GM candidates to their own category, a situation may arise where both reserved category and general category vacancies are left. As general candidates cannot be allocated against reserved vacancies, it is mandatory to first allocate cadres to these general category limited (equal) preferences candidates. (ii) In order to ensure -that adjustment of unallocated reserved category candidates does not result into hgher ranked candtdates being allocated lower preferred cadre vis-i-vis lower ranked candidates, it is stipulated that Cadre Controlhng Authority would (a) pool together all Reserved Category candidates (except GM Candidates) who have been already allocated cadre plus unallocated reserved candidates and @) pool together all the cadres allocated to reserved candidates against outsider vacancies plus unuultzed UR vacancies. Thereafter all reserved candidates 4 be arranged accordtng to their rank and cadres would be allocated keeping in view the rank, preferences, vacancies at the turn.
